CIRA China analyst Jonathan Ray testified before the U.S.-China Economic and Security Review Commission (USCC) on China’s space capabilities development.
His testimony focuses on the PLA’s strategy and activities in the space and network (or cyber) domains, and their implications for strategic competition between the United States and China in those domains. In his view, the top issues for strategic planners and policymakers are China’s holistic view of the space, network, and electromagnetic domains as part of a broader information domain; an aggressive military doctrine for China to use network attack methods against U.S. space assets in steady state and early in any conflict; and the implications and challenges posed by the creation of the Strategic Support Force (SSF). His testimony concludes with recommendations for Congress that prioritize constant monitoring of Chinese activities in the information domain and resiliency for U.S. C4ISR capabilities.
